Create a quote from a deal

Create a draft quote for a deal. The deal's products, total, sales person and primary contact populate the quote unless overridden. Created with payment_option "noPayment" so it never triggers an invoice or client email. Scoped to the caller's workspace — a quote.* scope is required.
